Somewhere on the southern edge of the old town, I think. A gaggle of tourists as they were departing a store that sold some random collection of cruft.
Basically a warning for the kids - don't do organised tours. I was going to say 'don't do organised tours in places like this', but some walking tours I've done (in Berlin, for example) have been excellent. So I might add the 'in places like this' qualifier after all.
Everything is a scam, even (especially!) the things that don't appear scammy.
From what I've read and heard it's effectively impossible to get a tour guide in Fes that won't try to get you to buy something from at least one shop.
